Translation:
Har is the name of God.
It is the sound of the heart. (and it sounds like Hud, hud, hud)
It has the power to clear all blocks that prevent one from manifesting prosperity and success in the world.
When you see the reality of something, you know the impact it can have. If too weak, you are satisfied with the imagination or with the sensation of pleasure from knowing you could do something. It is like cooking without eating the food.

Transliteration:
This is a shakti mantra plus a bhakti mantra. It expresses the three qualities of the word Har, the Creative Infinity: seed, flow and completion, unto the Infinite. This mantra will bring you through any block.
NOTE:
As most of you know Kundalini mantras and kriyas can be used for more than one purpose. On the 3HO site I found a new meaning of this mantra.
Har Haray Haree Wahe Guru
An interesting aspect of this time is that everything will be moving either too fast or too slow.
We will feel like we can't keep up or we're way ahead of everyone else. Oddly enough, it is possible to feel both ways at the same time. This "out of sync" quality does have a solution, and yes, the solution is in the sound current of Infinity.
The mantra, Har Haray Haree, Wahe Guru is the way to become "10 foot tall and bullet proof."
You need to chant this for 11 minutes a day, before starting your day (as in before walking out the door).
This mantra will compensate for the over- or under-acceleration of your personal frequency, and reset you to a positive calibration in the Earth plane matrix. This is a fancy way of saying, "You won't be in the wrong place at the wrong time.

The mantra means:
O,my soul, (the creative) God is, God is, God is, God is, O, my soul.
Har manifests from the Infinite subtlety of God into immediate experience.
It opens your soul to be real and your mind to link effectively to your real identity.
It is a mudra for your connection and flow of life from your essence; its subtle and electromagnetic form adjusts the projection of the heart center and lets your words go deeply into your mind to guide your new behaviors.
The hidden self has a hidden agenda. It creates an imaginary personality to satisfy that agenda based on beliefs about the self and the world that are acquired at an early age.
To cope with the pressure of the real self and the world, it projects a mask to the public rather than a functional persona or the simple radiance of the real identity.

Meditate on Wahe Guru and live in that ecstasy. Those who vibrate God's Name and relate to God, all karmas are cleared. This makes one a conqueror of evil. It works on the evolution of energy, and the strength of the masculine energy.

"Yogi Bhajan told me that Guru Ram Das Ji has given me a personal mantra and I should use it.
Only in the last few years, have I started telling this story, because I feel it is time to share the grace of Guru Ram Das.
Even though this mantra came to me, I feel it is for all of us, it is in that spirit I am sharing this.
In the many years of teaching, I have only suggested the use of this mantra to one person. It was a Gurusikh in Singapore. I gave him this mantra and in five days of his using it, his life turned around. Today he is a prosperous businessman. The point of this story for me is that in the darkest night, the grace of Guru Ram Das manifested with this mantra."
